リコール制度とは？
欠陥車による事故を未然に防止し、自動車ユーザー等を保護することを目的とするものであり、
自動車製作者等が、その製作し、又は輸入した同一の型式の一定の範囲の自動車の構造、
装置又は性能が自動車の安全上、公害防止上の規定(道路運送車両の保安基準)に適合しなく
なるおそれがある状態、又は適合していない状態で、原因が設計又は製作の過程にある場合に、
